The reference is to the art. 8 CCNL 2006-2009
ART.8 - MEETINGS
1. Employees are entitled to participate during working hours, union gatherings, in suitable workplace agreed with the public employers' part, for No 10 hours per capita in each school year, without deduction of pay.
2. In each school and for each category of staff (ATA and teachers) can not be held more than two meetings a month.
3. The assemblies that affect the employees or groups of them may be convened on specific agenda: a.
individually or jointly by one or more trade unions representing the sector in accordance with art. 1, paragraph 5, of August 9
CCNQ of 2000 on trade union prerogatives;
b. by the RSU as a whole and not by individual components, in the manner Article. 8, comma 1, dell’accordo quadro sulla elezione delle RSU del 7 agosto 1998;

4. Le assemblee coincidenti con l'orario di lezione si svolgono all'inizio o al termine delle attività didattiche giornaliere di ogni scuola interessata all'assemblea. Le assemblee del personale ATA possono svolgersi in orario non coincidente con quello delle assemblee del personale docente, comprese le ore intermedie del servizio scolastico.
5. Negli istituti di educazione, le assemblee possono svolgersi in orario diverso da quello previsto dal comma precedente, in the manner prescribed by the procedures described in article 6 and the bond of compliance with the minimum disruption for pupils.

7. 8. 10. Union meetings can not be done in hours concurrent with examinations and the final ballots.

12. For meetings of local school and held outside of places of employment shall apply paragraph 3 of this Article, without prejudice to the obligation on the part of those trade union leaders to agree with the use of school premises and timely notice board from the headmaster of the notice of the meeting.
