Perhaps, therefore, that those cards have gone to the Republic Czech along with other nations (such as Cyprus, which had 100% in district III).
But would still be only 76 cards at most (less than twenty four states). So where does it come out the other votes? There is the note from the Interior Ministry to help us remember how, in this election have voted abroad, for correspondence, particular categories of people:

Voto dei cittadini temporaneamente fuori dal territorio dell'Unione europea per motivi di servizio o missioni internazionali in occasione delle elezioni dei membri del Parlamento europeo spettanti all'Italia dell'anno 2009
1. In occasione delle elezioni dei membri del Parlamento europeo spettanti all'Italia dell'anno 2009, esercitano il diritto di voto per corrispondenza all'estero per le circoscrizioni del territorio nazionale, secondo le modalità indicate nel presente articolo, i seguenti elettori:
a) appartenenti alle Forze armate e alle Forze di polizia temporaneamente fuori dal territorio dell'Unione europea in quanto impegnati nello svolgimento di missioni internazionali;
b) dipendenti di Amministrazioni dello Stato, di regioni o di province autonome, temporaneamente fuori dal territorio dell'Unione europea per motivi di servizio , qualora la durata prevista della loro permanenza all'estero, secondo quanto attestato dall'Amministrazione di appartenenza, sia superiore a tre mesi, nonchè, qualora non iscritti alle anagrafi dei cittadini italiani residenti all'estero, i loro familiari conviventi;
c) professori universitari, ordinari ed associati, ricercatori e professori aggregati , di cui all'articolo 1, comma 10, della legge 4 novembre 2005, n. 230, che si trovano in servizio fuori dal territorio dell'Unione europea presso istituti universitari e di ricerca abroad for a total duration of at least six months and, at the date of the decree of the President for convening the meetings, there are at least three months abroad, as well as, if not entered in the register of Italian citizens abroad , their families living.
means that there were also people who, being outside the EU , were unable to vote at polling stations consulates. For people outside the EU temporarily (and their family members if AIRE) voted by mail.
Too bad that in the pages of the Ministry of the Interior, there's a page with the list of votes received by mail. This is because, in stesso articolo 2 del dl 3/09 si legge:
13. L'assegnazione dei plichi, contenenti le buste con le schede votate dagli elettori di cui al comma 1, lettere a), b) e c), è effettuata, a cura dei presidenti dei rispettivi uffici elettorali circoscrizionali, ai singoli seggi in modo proporzionale, in numero almeno pari a venti buste e, in ogni caso, con modalità tali da garantire la segretezza del voto, l'inserimento in una medesima urna, lo scrutinio congiunto e la verbalizzazione unica previsti dai commi 15, lettera d), e 16.
Avrebbero quindi dovuto prendere i voti espressi per corrispondenza e darne un po' a ciascun seggio per lo scrutinio (ma almeno venti per questioni di segretezza del vote). Now one might ask, did well not to increase the number of claimants (creating the misunderstanding del 103%)? Probabilmente sì, perché in effetti il numero di aventi diritto non cambia, per il fatto che insieme alle schede votate sono state aggiunte altre schede votate per corrispondenza. E non si sarebbe potuto aggiungere nemmeno il numero di elettori aventi diritto votanti per corrispondenza, visto che queste schede sono state divise tra più seggi.
Vedremo cosa ci diranno quando risponderanno alle interrogazioni parlamentari. Per ora questa mi sembra la spiegazione più logica e compatibile dal punto di vista della legge.
Nel frattempo sul gruppo di FB seguitano i messaggi di persone che gridano al complotto (stile Deaglio 2006), senza che alcuno dei cinque amministratori si premuri di fare le dovute precisazioni. Ad ora (10.22 del 14/6), la stupidaggine dei 10 seggi campeggi ancora in bella mostra nella presentazione del gruppo. Strani questi amministratori: velocissimo a fare le pulci alla mia matematica (sto ancora ridendo), ma lentissimi a correggere i LORO errori.
